Ulcinj seeks sustainable investment to boost high-end tourism

Despite recent political instability and failed investment attempts, the local community in Ulcinj remains open to serious investors—provided they respect local identity, invest long-term and develop high-value projects.

Ulcinj residents are tired of mass tourism that strains the area without delivering real profits. Instead, they want sustainable growth with luxury tourism that enhances the region’s natural assets.

A new initiative proposes opening a development zone in Zoganj, featuring a 100,000-square-meter parcel ideal for construction. This site is just five kilometers from the sea and the popular Velika Plaza beach, with fresh water sources and potential access to seawater, making it perfect for upscale resorts, spas, and wellness centers.

Dragan Pavličić, the exclusive representative of the landowner, emphasizes the need for urgent urban planning to designate this area for luxury tourism infrastructure. The vision includes not only resorts but also clinics and educational centers for sustainable development.

Ulcinj currently lacks high-paying tourists who would truly value its natural beauty and tranquility. Mass tourism has damaged the city’s image without generating lasting benefits.

Pavličić has also engaged with potential investors, including representatives from a notable American company and parties from the UAE. His extensive experience with international investors strengthens the push to attract serious, long-term partners to Ulcinj.

The plan also envisions linking coastal tourism with mountain and rural tourism in northern Montenegro, promoting a sustainable and diversified tourism model that benefits the entire region.

If successfully developed, this project could extend Ulcinj’s tourist season beyond July and August to six or seven months and establish the town as a leading luxury destination in Montenegro.
