Construction of the luxury Porta Rai Beachfront Hotel & Residences has officially started on Velika Plaža in Ulcinj, the longest sandy beach on the Adriatic.
The project is led by two international groups, Karisma Hotels & Resorts and Dobrov & Family Group, investing €170 million directly, with an estimated economic impact of €278 million over the next ten years.
The first phase will include hotel facilities, residential units, and supporting infrastructure, with completion planned for 2029.
Porta Rai will be the first five-star hotel-residential complex on Velika Plaža, offering full hotel services, a modern spa, multiple restaurants and bars, sports facilities, and children’s amenities.
The project will create 800 new jobs, mainly for local residents, with significant involvement of local construction companies and suppliers.
The complex aims to blend global luxury with local community values, focusing on sustainable tourism and preserving the natural environment.
Porta Rai is expected to position Ulcinj as a new luxury tourism destination in the Mediterranean, strengthening Montenegro’s status as an attractive and responsible investment location.
