Modernizing the labor market: Inclusive reforms and youth employment initiatives in Montenegro

The Ministry of Labor, Employment, and Social Dialogue is actively working to create a modern, inclusive, and flexible labor market through legislative reforms, active employment policies and strengthening social dialogue, announced Minister Naida Nišić.

“The amendments to the Labor Law place employees at the center of labor relations – we are establishing conditions for a balance between work and private life, introducing paternity and non-transferable parental leave, supporting remote work and non-standard employment forms, while fully protecting workers’ rights,” Nišić stated.

Speaking at the National Conference on Human Capital Development, organized by the Foreign Investors Council and the Chamber of Commerce, Nišić emphasized that human capital is the foundation of sustainable economic development and a key driver of social change.

Among strategic measures, she highlighted the Youth Guarantee program, currently in pilot phase in Bijelo Polje, Nikšić, and Ulcinj, aimed at offering every young person under 30, shortly after finishing education or losing a job, employment opportunities, additional training, or education.

Nišić also stressed the importance of lifelong learning, retraining, and digital skills development, underlining that the labor market must keep pace with rapid changes in the economy and technology.

To combat the grey economy and undeclared work, the Ministry has intensified inspection activities and strengthened the legal framework, along with educational campaigns.

“Our mission is not to control the labor market, but to empower it – through laws, incentives, dialogue, and vision,” Nišić said.

She concluded that only through partnership with employers, unions, and civil society can a society of equal opportunities, decent work, and sustainable growth be built.
