Montenegro’s President condemns Parliament’s approval of controversial UAE Cooperation Agreement

Montenegro’s President Jakov Milatović criticized the Parliament’s decision to reapprove the Cooperation Agreement on Tourism and Real Estate Development between Montenegro and the United Arab Emirates (UAE), calling it harmful to the public interest.

Milatović said the agreement undermines key national laws, including the Public Procurement Law and the State Property Law, sending a negative signal to both European partners and Montenegro’s path toward EU integration. He emphasized that the agreement allows foreign control over Montenegrin territory without the required two-thirds parliamentary majority, as it was passed with only 41 votes.

He plans to hold consultations to explore mechanisms to protect the public interest, noting that both the substance and the procedure of adopting the agreement need to be reviewed.

Milatović also accused the opposition Democratic Party of Socialists (DPS) of complicity by failing to vote against the agreement, despite criticizing it publicly.

Regarding the Constitutional Court, Milatović stated that the appointment process remains stalled, signaling institutional instability.

Finally, he urged competent authorities to investigate allegations made by former police official Milan Paunović during a parliamentary inquiry.
