Government withdraws proposed amendments on concession fees for airports, Tivat and Zeta to benefit from new agreement

The Government of Montenegro will withdraw its proposed amendments to the Law on Financing Local Self-Government, which would have significantly reduced the share of concession fees allocated to municipalities where airports, ports and roads are located—from 70% to 20%.

This decision was confirmed by the mayors of Tivat and Zeta, Željko Komnenović and Mihailo Asanović, after a meeting with Prime Minister Milojko Spajić. Instead of the amendment, the Government and the municipalities will sign an agreement ensuring that funds from future airport concessions will be used exclusively for capital projects within the local communities. The agreement will be formalized only after the concession process is completed.

The proposed amendment had previously faced strong opposition from the local governments of Tivat and Zeta. Komnenović even resigned from the Tender Commission for the airport concession in protest. However, both mayors have now supported the new approach, recognizing the potential of concession funds to finance strategic local projects.

On May 9, the Tender Commission conducted the public opening of bids for the concession of Montenegro’s airports. Two offers were submitted on time—by Incheon International Airport Corporation and Corporacion America Airports.
