In the Western Balkans, Montenegro has emerged as the regional leader in terms of average net salaries. According to official data from Monstat, the average net wage in Montenegro in April 2024 was €1,003. This places the country ahead of its neighbors, including Serbia, where the average stands at €890, as well as Bosnia and Herzegovina, North Macedonia, and Albania, which were not even included in the broader European salary chart.
This development reflects the impact of recent economic reforms, particularly the “Europe Now” program, which eliminated health insurance contributions and resulted in noticeable increases in take-home pay. While pension and disability insurance contributions and income tax are still in place, the 2022 reforms have significantly improved the net income of many Montenegrin workers, especially those earning lower wages.
Despite not being a member of the European Union and still classified as a country in transition, Montenegro’s performance in terms of net wages surpasses several EU member states. However, while salaries have risen, challenges related to the cost of living, public services, and broader economic stability continue to affect the overall quality of life in the region.
