Montenegro reports April wage growth with highest salaries in Tivat, Zeta, Budva and Podgorica

The latest data from MONSTAT show that in April, average net wages exceeded 1,000 euros in three cities and nine sectors in Montenegro.

Among 25 municipalities, the highest average wages were recorded in Tivat (€1,263), Zeta (€1,095), Budva (€1,088), and Podgorica (€1,046). All other municipalities reported wages below the national average of €1,009.

Some other municipalities’ average net wages in April were: Herceg Novi (€1,001), Pljevlja (€986), Nikšić (€970), Cetinje (€967), Kotor (€966), Bar (€942), Berane (€923), Žabljak and Danilovgrad (€911 each), and Mojkovac (€903).

The national average gross wage in April was €1,202, while the net wage (after taxes and contributions) was €1,009. Compared to March, the net wage grew by 0.6%, and compared to April 2024, it increased by 21.9%.

However, consumer prices rose by 0.8% from March to April, meaning real wages effectively fell by 0.2% during that period.

By sectors, net wages increased from March to April in:

  • Arts, entertainment, and recreation (+2.7%)
  • Health and social care (+2.5%)
  • Wholesale and retail trade, repair of motor vehicles (+1.9%)
  • Public administration and defense (+1.8%)
  • Manufacturing (+1.2%)
  • Accommodation and food service (+1.2%)
  • Electricity, gas, steam, and air conditioning supply (+1.1%)
  • Construction (+1.1%)
  • Mining and quarrying (+0.4%)
  • Education (+0.3%)
  • Agriculture, forestry, and fishing (+0.2%)

Net wages decreased in April in:

  • Information and communication (-5.2%)
  • Real estate activities (-4.9%)
  • Financial and insurance activities (-2.8%)
  • Transport and storage (-1.5%)
  • Water supply and waste management (-0.8%)
  • Professional, scientific and technical activities (-0.5%)
  • Other service activities (-0.2%)
  • Administrative and support service activities (-0.1%)
