The swimming season has begun alongside the finalization of contracts for the use of maritime public property, with preparations underway at many beaches. According to the Public Enterprise Morsko Dobro, over 95% of contracts have already been signed, ensuring a smooth tender process this year. For locations without interested bidders or with invalid offers, new public calls have been issued and are in the final stages, with qualified bidders ready to sign contracts.
Some lessees are using the option to pay in installments, which extends the deadline for submitting guarantees but does not hinder the overall process. Those with signed contracts have already begun preparations, and everything is on track for the summer tourist season along the Montenegrin coast.
In Herceg Novi municipality, a public call was announced for 91 bathing sites, including 83 public, six hotel, and two active recreation beaches. Nine beaches remain free of beach equipment and are available for lease.
Contracts have also been signed with local municipal companies for regular maintenance and cleaning of the maritime zone, with two million euros allocated for these services. This funding supports cleanliness, safety, and the upkeep of greenery, lighting, local roads, and ferry areas, key factors in Montenegro’s tourism offering.
Daily monitoring and support are provided to lessees to ensure compliance with contract obligations, including beach safety markings, waste bins, beach furniture (umbrellas and loungers), sanitary facilities, and showers.
Compared to 2019, when contracts were finalized late in August, this year’s tender process was completed much earlier and with greater organization. The projected annual revenue from beach rentals along the Montenegrin coast is around 35 million euros—seven times higher than the five million euros recorded in 2019.
The increase in revenue is expected to positively impact the budgets of coastal municipalities, enabling more funds for infrastructure and development projects in the maritime zone.
