Montenegro environmental authority clears 60 MW solar plan for Nikšić region

Montenegro has cleared a major regulatory hurdle for a new utility-scale solar development, a step that can materially affect project timing and financing prospects. The country’s national environmental authority approved the project’s environmental impact assessment, enabling Qair Montenegro—part of Qair International—to advance plans for a 60 MW solar plant in the Nikšić region.

Project details in Petrovići

The facility is set to be built in the village of Petrovići and will occupy approximately 51 hectares. The submitted documentation indicates the plant will include more than 85,000 solar panels. Authorities also confirmed that the environmental study complies with legal requirements and contains measures intended to reduce and mitigate potential ecological impacts.

Supply chain and mitigation measures

According to the documentation provided with the application, the project will use high-efficiency modules supplied by Trina Solar. Beyond equipment specifications, the approval reflects that regulators reviewed both compliance elements and environmental safeguards as part of the assessment process.

Broader investment pipeline in Nikšić

The approved project is part of a wider set of renewable investments Qair Montenegro is pursuing within the same municipality. A separate development—Jabuka solar plant—also targets similar installed capacity and has already received initial urban planning approval from the government.

How it fits Qair’s existing Montenegro portfolio

Qair’s most advanced investment in Montenegro is currently the Rudine solar power plant, a 50 MW project valued at around 40 million euros. Rudine secured its environmental permit in early 2025 and has since obtained a network connection agreement with CGES, with operations expected by the end of 2028.

Taken together, these milestones show how regulatory approvals—particularly environmental clearances—are shaping the pace at which new solar capacity can progress from planning into construction readiness across Montenegro’s energy pipeline.
