Rezolv Energy seeks EBRD backing for 315 MW onshore wind farm in Romania

Romania’s push to scale renewables is moving into a key financing phase, with developer Rezolv Energy seeking support from the European Bank for Reconstruction and Development (EBRD) for a large onshore wind project in the southeast of the country. The outcome matters for investors because it will determine whether the project can progress from assessment into construction and operations—at a time when capital allocation decisions are increasingly tied to bankable timelines and permitting readiness.

Project scope and location

Rezolv Energy, backed by UK-based investment group Actis, plans to develop the wind farm near the municipality of Deleni in Constanța County. The project is expected to reach an installed capacity of up to 315 MW and is currently in an early assessment stage at the EBRD.

EBRD timeline and loan size

The company expects an EBRD financing decision by 22 July. The potential value of the loan has not been disclosed.

How the financing would be deployed

If approved, the funding would be routed through Midmar Callatis, a Romanian project company fully owned by Rezolv Energy. The financing package is intended to support construction, future operation, and overall implementation of the greenfield wind development.

Turbine plan and land use

Project documentation describes a wind farm made up of 49 turbines, each with a capacity of approximately 6.4 MW. Most of the site is located on agricultural land.

Permitting process and environmental findings

Environmental permitting and regulatory procedures have been ongoing for an extended period, running from 2011 to 2025. The process includes environmental impact assessments as well as evaluations connected to Natura 2000 protected areas.

Authorities ultimately concluded that the project is not expected to cause significant environmental damage, leading to a favorable decision from the Constanța County environmental protection agency.

Broader renewable pipeline with EBRD

This wind initiative is not Rezolv Energy’s only engagement with the EBRD. Earlier this year, the company also submitted a financing request for a major solar power project in Arad County, planned to reach nearly 1.24 GW—signaling an effort to expand its renewable portfolio across Romania while seeking institutional financing support.
