wis.dom|bridge™ and Clarion Owners Engineer launch CBAM Knowledge Bridge for Serbian exporters
A new cross-border initiative led by wis.dom|bridge™ in partnership with Clarion Owners Engineer aims to strengthen Carbon Border Adjustment Mechanism (CBAM) readiness among Serbian industrial exporters. With the EU tightening carbon-related requirements for products entering its market, the project is designed to turn complex regulation into practical compliance execution—an issue that can directly affect exporters’ ability to demonstrate verified emissions data and maintain competitiveness.
A program built around compliance execution
The initiative introduces a “CBAM Knowledge Bridge” model intended to translate EU regulatory requirements into operational procedures for companies in CBAM-exposed sectors. Those sectors include steel, cement, aluminium, fertilisers and electricity. The partners say the effort is aligned with the direction of EU carbon policy as CBAM moves toward full financial implementation, when exporters face greater pressure to have structured reporting systems and compliance-ready production processes.
Partners bring shared CBAM expertise through IACBAM
Both wis.dom|bridge™ and Clarion Owners Engineer are members of the International Association for CBAM (IACBAM), an international platform focused on aligning industry practices with EU CBAM regulation and facilitating knowledge exchange across markets. The Knowledge Bridge approach builds on that shared focus by combining regulatory interpretation with engineering-based implementation.
Regulatory mapping plus engineering-based emissions support
wis.dom|bridge™ will lead the regulatory and knowledge transfer component of the program. Its work includes developing CBAM interpretation frameworks, exporter guidance protocols and compliance mapping methodologies. Clarion Owners Engineer will provide technical support through engineering-based emissions quantification, system structuring and pre-verification assistance intended to prepare companies for accredited third-party verification under EU monitoring, reporting and verification (MRV) requirements.
What participating exporters will receive
The initiative is designed to move beyond advisory into hands-on execution. Participating exporters are expected to gain access to structured CBAM reporting templates aligned with both transitional and definitive phase requirements; engineering-based emissions calculation methodologies integrated into production processes; verification readiness protocols reflecting EU importer and third-party auditor expectations; and compliance simulation exercises that mirror real CBAM declaration and cost scenarios.
A Serbia-based hub for training, certification preparation and ongoing support
A central element of the program is a Serbia-based knowledge hub intended as a permanent platform for training, certification preparation and ongoing technical support. The hub will host structured workshops, technical bootcamps and sector-specific sessions tailored to industries most exposed to CBAM obligations.
The project also extends beyond exporters. It is designed to support a broader ecosystem that includes local engineering firms entering the CBAM-related value chain, industrial operators transitioning toward carbon-accounted production, and financial institutions assessing CBAM exposure within credit and investment portfolios.
Timeline: first phase in 2026 with potential regional replication
The first phase of the program is expected to begin in the second half of 2026, starting with pilot participants from key industrial sectors. After that initial rollout, the initiative plans a broader expansion across Serbia’s export-oriented economy, with potential replication across the Western Balkans.
As CBAM evolves from a reporting obligation into a financial mechanism, exporters’ ability to adapt efficiently may become a decisive factor in sustaining access to European buyers. By linking regulatory requirements with implementation-focused solutions—and embedding technical know-how locally—the CBAM Knowledge Bridge positions participating companies to reduce operational friction in verification and reporting while meeting EU expectations.
