wis.dom|bridge™ and Clarion Owners Engineer launch CBAM Knowledge Bridge for Serbian exporters

Serbian exporters face rising pressure as the EU’s Carbon Border Adjustment Mechanism (CBAM) shifts toward full financial implementation, requiring verified emissions data, structured reporting systems and compliance-ready production processes. In response, wis.dom|bridge™ has partnered with Clarion Owners Engineer to launch a cross-border “CBAM Knowledge Bridge” designed to translate complex EU rules into operational procedures.

A practical bridge from regulation to MRV-ready operations

The initiative is led by wis.dom|bridge™ in partnership with Clarion Owners Engineer and is intended to support readiness for CBAM-related obligations. Both organizations are members of the International Association for CBAM (IACBAM), an international platform focused on aligning industry practices with EU CBAM regulation and facilitating knowledge exchange across markets.

Under the Knowledge Bridge model, the partners aim to combine regulatory interpretation with engineering-based implementation. wis.dom|bridge™ will take the lead on the regulatory and knowledge transfer component—developing CBAM interpretation frameworks, exporter guidance protocols, and compliance mapping methodologies. Clarion Owners Engineer will provide technical support through engineering-based emissions quantification, system structuring, and pre-verification assistance, preparing companies for accredited third-party verification in line with EU monitoring, reporting and verification (MRV) requirements.

Targeting CBAM-exposed sectors and verification readiness

The program is built around execution rather than general advice. Participating exporters are expected to receive structured CBAM reporting templates aligned with both transitional and definitive phase requirements, engineering-based emissions calculation methodologies integrated into production processes, verification readiness protocols reflecting EU importer and third-party auditor expectations, and compliance simulation exercises that mirror real CBAM declaration and cost scenarios.

The approach is aimed at companies in CBAM-exposed sectors including steel, cement, aluminium, fertilisers and electricity—industries where demonstrating verified emissions data can become a decisive factor for maintaining access to European buyers.

A Serbia-based hub to build local capability

A central element of the initiative will be a Serbia-based knowledge hub intended as a permanent platform for training, certification preparation and ongoing technical support. The hub will deliver structured workshops, technical bootcamps and sector-specific sessions tailored to industries most exposed to CBAM obligations.

Beyond exporters themselves, the program is also designed to support a wider ecosystem: local engineering firms entering the CBAM-related value chain, industrial operators moving toward carbon-accounted production, and financial institutions evaluating CBAM exposure within credit and investment portfolios.

Timeline: pilot in 2026, potential expansion across the Western Balkans

The first phase is expected to begin in the second half of 2026. Pilot participants will be drawn from key industrial sectors before a broader rollout across Serbia’s export-oriented economy. The initiative also holds potential for replication across the Western Balkans.

As CBAM evolves from a reporting obligation into a financial mechanism, exporters’ ability to adapt efficiently is likely to influence their competitiveness in the European market. By linking regulatory requirements with implementation-focused solutions—and building local capacity through training—the CBAM Knowledge Bridge positions itself as a support mechanism for meeting EU standards while reducing friction in accessing verification and reporting resources.
